Assignment Title: Consulting Services for establishment of a sustainable system for Animal By-Products Management

The Ministry of Agriculture, Forestry and Water Economy of the Republic of North Macedonia (MAFWE) has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services.
The Project aims to improve competitiveness in targeted agricultural sub-sectors and strengthen agricultural public sector readiness for EU accession.
The consulting services (“the Services”) include Site Selection, Urban Planning, Feasibility, Schematic and Detailed Design of Animal By-Products Rendering Plant in Rosoman Municipality. The objective of the assignment is to carry out a full technical feasibility assessment, urban planning of the selected location, prepare environmental and social impact assessment, schematic and detailed design for the Animal By-Products Rendering Plant and environmental and social management plan in order to assess the pertinent risks, determine project’s viability and support to the preparation of construction works tender package for the selection of Civil Works (CW) contractor.

MAFWE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Proven experience in projects for management of ABPs or for processing and/or collection establishments that comply with EU requirements;
- Turnover of more than € 1.000.000 (one million euros) in the last 3 years and a sound current ratio. In case of a consortium this criterion must be fulfilled by at least the leader of consortium;
- For the technical assistance experience related to contracts concluded within the last 10 years in at least 2 but preferably 3 or more technical assistance projects in the Candidate/Potential Candidate country in the field of animal health and/or food safety with a budget of at least € 200.000 each;
- For the technical assistance experience in at least 2 but preferable 3 or more projects involving reorganization and/or organization of new function of national veterinary services and involving design of an ABP management system and/or rendering plant in a Member State or Candidate/Potential Candidate country;
- Proven experience in the execution of Business Planning including business calculations, adequate for bankable financing;
- License for preparing Design documentation for 1st category (License A) issued according to the national legislation of the Republic of North Macedonia. Foreign Consultant companies can get more information about confirmation of their licenses on the following link: http://mtc.gov.mk;

- Experience in development of ESIA/ESMP for similar types of projects;
The credibility of mentioned experience shall be presented in a list of the required similar project/contracts as required above, including description of services provided (including information on contract value, contracting entity/client, project location/country, duration, assignment budget, percentage carried out by consultant in case of association of firms or subcontracting and main activities) and accompanied by certificates/confirmation of orderly fulfilment of the contracts verified by other party from such contracts.
It is required to provide examples of assignments of similar nature.
Key Experts will not be evaluated at the shortlisting stage. However, the Consultant has to confirm availability for the duration of the assignment a team of key experts as follows:
- Team Leader - Project Management Expert
- ABP management expert
- Veterinary public health, animal health expert
- Expert for development of technical specifications for rendering plant
- Finance and economics expert
- Urban Planner
- Design Engineer
- Environmental Specialist
- Social Development Specialist (national)
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers – Procurement in IPF of Goods, Works, Non‐Consulting and Consulting Services, issued in July 2016, revised November 2017 and August 2018 (“Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. The “association” may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract, in case of award is made, to that JV group. Interested consultants should clearly indicate the structure of their “association” and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of “in association with” and/or “in affiliation with” and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one expression of interests. No firm can be a sub consultant while submitting an expression of interests individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant.
A Consultant will be selected in accordance with the Quality-based Selection method set out in the Procurement Regulations for Investment Project Financing (IPF) Borrowers – Procurement in IPF of Goods, Works, Non‐Consulting and Consulting Services, (Regulations) issued in July 2016, revised November 2017 and August 2018.
