AGRICULTURE MODERNIZATION PROJECT (AMP)

Assignment Title: IT Specialist

Reference No. (as per Procurement Plan): AMP-CS-IC-SC3.12-1

The Ministry of Agriculture, Forestry and Water Economy (MAFWE) of the Republic of North Macedonia has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include support the Project Management Team (PMT) in all IT related activities under the Agriculture Modernization Project (AMP). 

The Consultant is expected to work under a time based arrangement, part-time, maximum 120-man days per annum based on the needs of the AMP PMT. The place of provision of services is the MAFWE, but the IT Specialist should be ready to travel occasionally and hold meetings throughout the country, and work under pressure.

The Ministry of Agriculture, Forestry and Water Economy now invites eligible Individual Local Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information curriculum vitae and references (in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • University Degree in Information Technology (IT), or electrical engineering, or computer science or related disciplines;
  • At least 7 (seven) years of proven experience in design, software architecture and implementation of IT-systems;
  • Practical experience and knowledge in business processes modelling, workflow management systems and document management systems;
  • Knowledge of relevant international standards for system and software engineering, geographical information and land administration;
  • Working knowledge and experience on GIS applications, such as QGIS or similar;
  • Familiarity in use of MS Windows (Word, Excel, Power Point, MS-Project);
  • Experience in working on IT-related components in Public Service and internationally funded donor Projects, shall be considered as an advantage;
  • Commitment and ability to work in multi-task team environment;
  • Excellent communication skills and fluency in Macedonian and excellent knowledge of English both oral and written.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018[1] (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:

3.17 (d) Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:

i. the preparation of the TOR for the assignment;

ii. the selection process for the contract; or

iii. the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.

A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
