Assignment Title: Civil Engineer (part-time)

The Ministry of Agriculture, Forestry and Water Economy (MAFWE) of the Republic of North Macedonia has received financing from the World Bank toward the cost of the Agriculture Modernization Project (AMP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include support the Project Management Team (PMT) in all civil engineering related activities under the Agriculture Modernization Project (AMP).
The Consultant-Civil Engineer is expected to work part time under time-based contract arrangement with estimated staff time not to exceed 140 days per year. The contract is expected to commence in February, 2024 and continue until June, 2025. The place of provision of services is location of MAFWE and the construction sites.
The detailed Terms of Reference (TOR) for the assignment is posted below.
The Ministry of Agriculture, Forestry and Water Economy now invites eligible Individual Local Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information curriculum vitae and references (in English language only) demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting and evaluation criteria are the following:
- University degree in Civil engineering;
- At least 10 years of working experience after attainment of the university degree;
- At least 7 years of professional experience in similar assignments in the area of supervision and/or works assignments related to adaptation, and/or reconstruction and/or construction of public facilities;
- Proven experience of the national legislation pertaining to urbanism, design, construction, and supervision, including all the procedures for obtaining construction licenses;
- Experience for project management/coordination of at least 2 construction projects of above EUR 1,000.000;
- Experience with FIDIC contracts and/or contract management;
- Excellent command of spoken and written English language;
- Computer skills, including word processing and spreadsheets.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised November 2017 and August 2018[1] (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment:
3.17 (d) Consultants (including their experts and other personnel, and sub-consultants), that have a close business or family relationship with a professional staff of the Borrower, or of the project implementing agency, or of a recipient of a part of the Bank’s financing, or any other party representing or acting on behalf of the Borrower, that is directly or indirectly involved in any part of:
i. the preparation of the TOR for the assignment;
ii. the selection process for the contract; or
iii. the supervision of the contract, may not be awarded a contract, unless the conflict stemming from this relationship has been resolved in a manner acceptable to the Bank throughout the selection process and the execution of the contract.
A Consultant will be selected in accordance with the Open Competitive Selection of Individual Consultants method set out in the Procurement Regulations.
